Why some sites still call crossbreeds a grey area
You will find breed guides claiming crossbreeds are "not officially HDB-approved under the standard list." Read item 62 again; the list approves crosses explicitly. The grey area framing survives because few writers scroll past item 61, and because "check with HDB" is a safer sentence than a citation.
